Could an i7-950 bottleneck a GTX 460 for gaming?

I recently purchased an Asus GTX 460 1GB for my pc. I OCed it with MSI afterburner and it is now running at 875/1750/2200. I was pleased when I started playing Crysis on very high settings and it was playing at around 45-65 fps. The only issue i have is every few seconds while I'm moving my CPU will jump from 15-20% to around 55% and the frame rate will experience a hiccup, although it still shows the frame rate at above 45 fps. 45 fps should be incredibly smooth based on my experience in other games, but it is not in Crysis. The hiccup is generally associated with a jump in my CPU activity, but the frame rate doesn't drop according to my software so I am not sure what is going on. The i7 is running at stock speeds. The game is stored on a WD Black and I have 6GB of 1600Mhz Kingston HyperX memory if that matters.

I download the latest drivers from Nvidia and it seems to be working better now. I guess I shouldn't download straight drivers straight from Asus anymore.
