GTX400 would include GTX450, GTX460, GTX465, GTX470 and GTX480 so it might help to be more specific. Otherwise here you go. It is about the same as a GTX470 but no DX11.

I had, of course already done that. Too bad I don't really understand enough even understand what I am comparing. I am being given a replacement video card for the one I have (Nvidia GTX 280). I am being told to choose between the GTX 260(which "they" say is superior to the 280...?), and the GTX 400....which I assume they mean the GTX 460.

As has already been pointed out, the "GTX400" as a single card does not exist so how do we know what card you are assuming that means or what you have been told? Seems to me as though you are the one being a jerk.
