Will a low psu bring down gpu specs?

Hello, i have a gt 430 asus GPU in my case, and I am showing 50 mhz for the core clock on cpuid is this because my power supply isn't letting it maximize full potential?

i have the basic power supply for a acer aspir x1301 which i think is only 240 wats

No it WON'T bring down the specs of the gpu. If the power supply wasn't powerful enough, the gpu wouldn't have even been able to start running.
