I need a VPN client I can use over an SSH account, so I can surf
privately over wi-fi. Are there any recommendations, or alternatives
for sending sensitive data (primarily passwords) over coffee shop type
wi-fi connections?

I was using software called Safe Passage, but was disappointed to find
out I can't use it on my new laptop, because it's against their
"policies". I've never come across this before when buying software. Is
it common? I don't want to keep buying the same software each time I
have to change computers. I don't think this is fair on genuine users,
so am looking for alternatives to Safe Passage.

Who the devil are "theirs?"

The VPN endpoints are between your notebook and your data server's
gateway (typically), the ISP (in the middle) shouldn't care less what
you send, they are just the carrier.
