After SSD install computer will not shut down

I recently installed the samsung 250gb 850 SSD. I have noticed that most of the time my computer will not completely shut down. I am running windows 7 64bit completely updated. When I shutdown my computer everything will turn off but my tower will stay on, it does not restart and nothing shows on my monitor. My computer is not overclocked and most settings in the Bios are default. Any advice on where to start to fix this problem?
I forgot to mention the only way to shut off the computer when this happens is to hold down the power button for about 3 sec.
