Hello,
i change the c/d rom in my computer and it refuse to restart. I tried to reboot but I keep receiving the same message. to reboot and select proper boot device. I am not sure how to do this. also what is proper boot device

"Select proper boot device" message generally means that Windows cannot find the device where Windows is installed.

You have to tell it where it is:

1. turn on machine,
2. press "del" key repeatedly to get into BIOS,
3. there should be an option in your BIOS to set boot priorities.

ex.

1st boot - HDD
2nd boot - ODD
3rd boot - disabled.

Make sure 1st boot option is set to your hard disk, or wherever Windows is installed.
 
If you are using IDE, make sure the hard-drive is set as the Master, and the CD is set as the Slave, unless they are on two different channels (motherboard connections). Then make sure both are set to either Master or Cable Select.

Settings are done by jumpters on the drives, near where the power and data connections are.
