What can stop a msi nf750-g55 mobo from sarting

desk top was running all day came home it was off. no power problems during the day. put new power supply in and checked each of the components in the system by unpluging and trying to start. when turning the the system on i see the lights above my work bench dim alittle and the cathode light in computer trys to light but nothing else runs the light at bottom of mobo is on.

cleared cmos checked batt the only thing i found that cyberpower hooked up wrong was the reset switch wrong polarity but its been like that for over a year is this the mobo or amd prossessor that has gone bad?
