Disk boot failure (HELP)

Hey so I am making my own pc and i was it all went good until I tried to boot it up from the hdd where I got the DISK BOOT FAILURE " I havnt installed anything or done anything to the drive yet so im not sure if it should be doing that. I also tried using a usb which also failed and also tried cd which failed I also double checked all my cords.

My specs are :
AMD Phenom II X4 965 Black Edition
Samsung SpinPoint F3 1TB HD103SJ
Thermaltake V3 Black Edition with 450W
Gigabyte GA-MA78LMT-S2 mATX Motherboard

Gainward GeForce GTX 460 768MB

Mushkin 996768 Silverline PC3-10666 (2x2GB) DDR3

I also tried booting from my other hdd which has windows 7 on it i got up to "starting windows.." and then the computer restarts its self.

You cannot successfully boot off of a Hard Drive which had windows loaded from another computer (especially if it had different chipsets/architecture/etc.)...I am assuming that you are trying to load windows...
1. Make Sure that the BIOS is set to boot from CD (DVD) first, HD second
2. You can also try setting the BIOS to default settings.
