What is ment by $RECYCLE.BIN

Hello,
In my all partitions there is a folder called$RECYCLE.BIN...back again....i am using widows 8 .so can any one give answer

it a temp location for deleted files until you empty the recycle bin.

That folder is meant to be there and the preceding $ sign indicates Microsoft® want it hidden by default.
