460gtx sc is underperforming!

So i have a new evga 460gtx, my system was for a while scoring really high in my graphics using windows assesment, 3dmark06 etc... they all scored great graphics... i had to reinstall my windows and now it has gone from a 7.4 score to a 6.5 score and will not increase...

everything seems to point to the video card being the bottleneck, but it surely should not be...

are there some settings that may have been changed im not finding when i reinstalled windows? maybe somehwere in the bios im not looking?

I have reinstalled/uninstalled graphics drivers via the install CD, and the website... help please!

Windows score is nothing to go by. What is it doing in 3Dmark?

You should probably tell us, oh... what CPU, mobo, and RAM you have at the very least. Any OC settings? Have you tried changing power saving features? Have you ran GPUZ to check that your 460 clocks are right and are properly increasing under load? Have you tried reinstalling the drivers? (With a driver and registry sweep)
