Video Artifacting

I recently built my computer from parts purchased at Newegg. Everything seemed to be fine but a couple of days ago I noticed that the videos and some of the white parts of webpages will artifact. Like the Google logo on google.com. I've updated everything that I know to. Most recent version of directX, flash player and windows media player, even IE. I mostly use chrome but it does it in IE8 as well. Also any videos that are opened in Windows Media Player. I have no idea what to do!!! This happened before I installed the GPU as well. I was hoping that the new GPU would fix the problem. It didn't. :pfff: I will try to get pics as soon as I can.

Ha Ha! My bad! It's an OCZ Fatal1ty 550 watts.
Also it never does it on games and it has never gone above 50 degrees. I thought it was overheating but so far it doesn't seem to be.
