Video Artifacting

I recently built my computer from parts purchased at Newegg. Everything seemed to be fine but a couple of days ago I noticed that the videos and some of the white parts of webpages will artifact. Like the Google logo on google.com. I've updated everything that I know to. Most recent version of directX, flash player and windows media player, even IE. I mostly use chrome but it does it in IE8 as well. Also any videos that are opened in Windows Media Player. I have no idea what to do!!! This happened before I installed the GPU as well. I was hoping that the new GPU would fix the problem. It didn't. I will try to get pics as soon as I can.

Turn the fan speed up and see how that effects this. What are your system specs?

Ha Ha! My bad! It's an OCZ Fatal1ty 550 watts.
Also it never does it on games and it has never gone above 50 degrees. I thought it was overheating but so far it doesn't seem to be.

Hmmm what about the clocks and fan speed? Beyond that I don't know what to think as you already have tried to rule our software being the issue.
