Visiontek HD4650 Wierd problem

I bought a new Visiontek HD4650 pci express and when you start call of duty 4 multiplayer at game start
it makes the game stop and go for a minute then you hear the fan on top of the card surge at the same time. I tried driver update and lowering settings still same,once you wait a minute game responds better but still not great.The gforce 6800 256mb card i replaced it with seemed less troublesome.
Should i just send it back or rma? Replace it.

To update you i was sent a replacement but it was misboxed with a 1024mb card ,,thank you
but the problem remains so i will upgrade the psu.
