Applications can't access the internet

I am apparently having the same problem as outlined above. I can use IE to connect to the internet and do anything I need to do. However, if I run an application (such as Driver Detective) and it has to access the internet to update its' database, the connection is refused. There is no application I know of on my system (Windows 7 64bit Home Premium) that can access the internet from within. Even Microsoft Word cannot download templates.
What is wrong with this setup? It also happened on this same system when I used Vista Home Premium 64 bit. I'm desperately needing to get this fixed. Anybody got an answer that works???

Are you using any proxy servers or have any configured?
