RAM HELP

I HAVE 1 GIG OF RAM AND CONTROL PANEL SAYS I USING 80% OF RAM ON START UP (THIS HAPPENED AFTER I CHANGE THE VGA SHARED SETTINGS IN BIOS FROM 128MB TO 32MB) IS THERE ANY WAY TO REDUCE THIS MEMORY USAGE ,BY THE WAY I USED TO HAVE 35% MEMORY USAGE AT START UP BUT THAT WAS WHEN MY COMPUTER SHOWED "1GIG RAM (856MB USABLE)".

IM NOT YELLING lol . what you asking if my computer performance slows down ? if so nope . the problem is when you open like google chrome and have 4 tabs open with videos when you open another web page it just crashes chrome and my whole desktop (screen turns black then the whole screen pops back up ) and also get error message saying i run out of memory :( 
right now my control panel is as follows:

Well you are really low on ram and it seems like your OS has not only increased your Vram but reserved additional as well, so two things either add ram or reduce vram again.

thanks bro 1 yea i realize 1 gig isnt enough , i'm gonna add 2 more gigs of ram . by the way if i add a radeon 5750 with 1 gig ram ,is the 1 gig ram gonna 'steal' usable ram from the ram sticks ? just like how vram is subtracted from the ram ?
