Who is "they"? There is nothing to stop you creating it if you feel
that strongly, although make sure you do some research into how to do
it properly.

First off, "they" is "us". The creation of groups is, by and large,
up to individuals.

Secondly, this has been discussed, and for the time being the decision
is that there's enough commonality between 2003 and 2004 to obviate
the need for a new group.
