Multiple errors on newly-built PC

OK. I'm thinking I have a bad motherboard or CPU. I have run a MemTest on each of my memory sticks and a Western Digital diagnostic test on my hard drive.

Here are the errors I have been getting often after I install/uninstall a program or the screen saver/welcome/lock screen comes on:

Application has generated an exception that could not be handled.

Buffer overrun detected. (upon opening a program)

Not enough system resources.

Bad Image. [file] is not a valid Windows image. (upon opening a program)

Windows can't create a shortcut here. (upon opening a program from the start menu)

There are no viruses on here. This computer is just a few days old and I have good security practices.
