Is just cause 2 badly optimized in the shadows department?

With everything maxed out except shadows at medium and gpu water simulation off I get about 42-43fps.now the moment I put shadows on high in grassy areas the fps drops to as low as 19-20.and this only happens when running on grass.Also when shadows are medium and gpu water simulation is enabled I get a steady 35 fps throughout the game.In the city area there was not a single fps drop.On the contrary it increased in cities as compared to jungles.Are the shadows in the game buggy?

No issue with 5850.
when I reduce everything to the absolute lowest and still put shadows on high it lags.when you run through grassy areas does it lag?

the game is absolutely awesome and looks stunning but for some reason Crysis warhead at 25 fps felt significantly smoother and better then just cause 2

the grass does'nt even look as good as the grass in crysis warhead but it is getting the same frame rate in the grass which indicates that the shadows are badly optimised at high setting.in the grass there is a sudden decrease in fps directly from 40 to 20 and the moment I come out its back to 40.and tbh with shadows at medium I don't notice any change in shadows quality

how much you get in benchmark?
the benchmark was not that accurate.in the city benchmark it states getting 25 fps average which is wrong.I measured with fraps during gameplay and on the whole throughout the game my average was 35 fps which is pretty good considering my rez and the very demanding engine.I only get problems when I enable high shadows.

Maybe the reason being that you received higher framerates on your Fraps test is because you were testing in "safer," less laggy areas. Benchmarks tend to go through areas that are soft on the GPU and also areas that maxes out the GPUs capabilities. Stick with whatever benchmark the game gives you as it is a more accurate reading. 25fps in Just Cause 2 with a GTX 260 sounds pretty accurate to me.
