Welcome to Tom's Forum! :)

Define 'useable'?

Q - What MOBO?
Q - What RAM?
Q - What DIMM slots is the RAM installed in? e.g. CPU: | 1GB | 512MB | 1GB | 512MB |

Look at the Resource Monitor and provide the following:
1. Hardware Reserved?
2. Installed?
3. Total?

Okay so far I know the 2GB is turned-off by the BIOS.

What about the rest?

Q - What MOBO?
Q - What RAM?
Q - What DIMM slots is the RAM installed in? e.g. CPU: | 2GB | blank | 1GB | blank | ??
Q - What CPU?

CPU-z will identify MOBO {Mainboard tab}, RAM {SPD tab}, CPU {CPU tab} and LOOK at the MOBO for the DIMM slots.
CPUZ -> http://www.cpuid.com/softwares/cpu-z.html ; free and good App.

Try booting with ONLY the 2GB stick where the 1GB currently is i.e. Swap them.

Some older MOBO's require the SAME sizes per Channel. Also, if the memory Frequency, CAS Timings and/or Voltages are different this too will cause the BIOS to turn-off the DIMM slot(s) {RAM}.
