ATI Radeon 3100; Graphics Driver Update Out, Toshiba Not Providing!

I was quite stoked when Games Booster B2.0 from IOBit was informing me that I could update my graphics driver to 10.8, and get the new Catalyst Control, but noooo...
Toshiba locks up my computer so I can't update the driver unless I use their official installer. Toooooo bad they haven't released a graphics driver update, or any update for that matter- for my laptop in over 6 months. I'm missing out on better graphics...
Is there ANY way I can bypass this ridiculousness?

Have you tried to download and install the drivers directly from AMD's website?

Try downloading from here: http://support.amd.com/us/gpudownload/Pages/index.aspx?src=CCC-CheckForDriverUpdates

The only reason you shouldn't be able to install from those is if you aren't logged in with administrater rights.

yeah, I have. I download the application- and it doesn't allow me to install CCC because I have a Toshiba laptop.
