ATI 4850 + Windows 7 Display Issues

I'm having an odd issue with Windows 7 and my HD 4850 Graphics Card. It seems that when I a fresh install the graphics work fine, but I do notice that the driver is using the WDDM Version. When I decide to use the updated version from website I get this blurry picture. It almost looks like something is attempting to smooth the actually videos on the screen. Also, my 720p movies look atrocious. Regardless it looks horrible either way I look at it. When I use XP x64 and the same drivers (Made for All Versions) it works fine and performs remarkably. I'm in no rush for Windows 7, but I can't seem to figure out what could be the cause of the picture quality to go down when I use the manufacture's drivers.

Sometimes we must try each driver to get the most stable driver for our card, try install the latest version, you can download it from AMD site:
www.amd.com

When I use the most up-to-date one from the website, I'm pretty sure it's the most up-to-date driver. It's the same driver for Windows XP x64, Windows Vista and Windows 7.

Then try 10.3 or 10.4, that's the most stable driver for now...
9.7, 10.4, 10.8 are works just fine with my HD4850.
