Can someone help me find a Surge Protector or UPS?

I don't want to spend much, I don't really need a UPS, but I want to make sure the power coming from my wall doesn't kill my PSU for a 3rd time.
 
What PSUs have you been using? A good one should have good enough transient filtering to not need to worry about whats coming in, active PFC also helps especially if the voltage is swinging outside the nominal range. A good power strip with surge suppression will usually contain a line filter to help clean out some of the dirty power.

What part of the world do you live in and how is the power in your area?

First PSU: OCZ 600w StealthXstream ( OCZ600SXS )

When RMAd they gave me
OCZ 700w StealthXstream ( OCZ700SXS ).

It's currently under going RMA.

I live in Oklahoma, in a 12 Unit Apartment Building. There's 6 on one side, and 6 on other side of building. I'm in bottom middle.

Don't really know how to tell how the power is, I just don't want to lose another PSU. The PSU, both times, made a very loud popping sound.

 

The original Stealth's have a reputation for doing what you've described.
I would ask for a StealthXtreme2 600W which apparently is much better and the improved version.

Davcon, check this out:
1x OCZ700SXS being replaced with OCZ700SXS2

They are upgrading me to the Stealth II 700w. I will have it on Wed and my parts from newegg arrive on Tuesday. Wooo hooo. 1 day apart.

I have an OZC ModXtreme 600W and it's been great.
