Yes, it has it, but you can turn it off. From dpreview...

"Control of Long exposure NR - The EOS 20D now allows you to disable
long exposure noise reduction (dark frame subtraction) and Canon claims
even better long exposure performance than the 10D."

Personally, I wouldn't turn it off, unless you are in a hurry between
images, and/or are going to do the processing yourself..

The twenty-dee will do black frame subtraction on images a second or
more in exposure, *if* you enable the feature in the custom functions.
