trouble booting USB CDROM on Toshiba tablet PC

I have fished around the web at places like http://www.bootdisk.com and
http://www.allbootdisks.com and followed all of their instructions and
downloads but I still cannot get my Toshiba tablet PC to boot from the
USB CD-ROM and mount the USB CD-ROM. I'm starting to think that this
CD-ROM is not El Torito compliant.
has anybody else gotten this to work?
