Last time I got a computer was 3 years ago I ordered a bare bones $300 from powerpc.com and then found my own deals on GPU, RAM and put it together myself. It was very rewarding this time I want to do the fully monty on a budget.

I am lucky to live next to a microcenter in Maryland, so I get a deal on processors.

I have a monitor that I am happy with though for work I may add a second monitor to help out.

I can purchase at anytime, in full.

No real over clocking, I know this is sacrilegious (for a tech-geek) but if I do over clock it will be minimal and nothing worth really noting. I am currently over clocking my PC but its for a marginal increase.

My initial thoughts are is questioning is the MOBO and the PSU, the mobo I dont know how to pick one really and PSU ive noticed its not '80 certified' since im not over clocking thats okay.

PSU - 80+ is more to do with overall power consumption of the PSU...And it is one of the important component of the PC, so dont skimp on that
