Customize MinPlayers for each map individually(Server)

Looked at the FAQ and this one is not there.

I want to set "MinPlayers=" for each map individually AND NOT in the
server line. I was wondering if there is a [Section], maybe somewhere
in the ut2003.ini file or in the UT2Vote21.ini, where each map can be
listed on its own line and you can set as many parameters as you wish
for each map.

It appears you can do this with mutators and gametypes, they each have
their own sections and you can specify settings on a line by line
basis.
