need to find a way to turn off xbox live (ethernet router in living room) from my pc (wifi bedroom) at will...any suggestions (parental control)

You cannot do it at will.
What you can do is set up a block services schedule.

When you set this up you can choose days to block say an xbox 360 from connecting to xbox live, and the time it is blocked.
This can be done in most routers, and can be set up by loging into the router under.
