Os on ssd and data on a populated hdd

Just do it.

Install the os on the ssd without your old hard drive attached.
You will have to reinstall your programs.
After, reconnect your hard drive, and all your files should be available to you.
You can then delete your old windows files from the hard drive.

If your new ssd is as large as your hard drive, you could clone the hard drive to the ssd.

If you wish to preserve your settings, first use windows easy transfer to export them to a file on the hard drive.
Later you can import them back to the ssd.
