Energy saving...GOLD?

Well my system is:

Phenom II x4 965 @3.8 Ghz 1.374Vcore 30° idle 40° load
Gigabyte 890xa-ud3 Motherboard
4gb ddr3 1333mhz dual channel Kingston
Haf 932 case
570 gtx EVGA videocard
Vigor Monsoon III LT heatsink

And the power supply is an Ocz Stealth xstream 700 watts, 3 years old.

My concernsa are:

When I turn on the PC the PSU is quiet, but when I open a game(let's say Dead Space 2 giving me 110-240 fps @ 1920x1080 all max) the PSU starts to make more noise(and yes that's normal) however when I stop gaming it seems that the PSU keeps at full load and doesn't gets quiet again.

Will a 650 watts PSU be more than enough for my system? I was thinking in getting:

I'm not doing crossfire or sli(however my mobo only supports crossfire), the only stuff I could change to my system in the future would be the videocard...and that's like in 2 years.


So any suggestion?

I was reading and theres only a 2% efficiency difference between silver and gold, and I found this Silverstone 750 watts for $129(That's 40$ cheaper for a 2% efficiency difference).

I will keep searching, reply later.
