Rpc server is unavailable in cmd

Hello, im trying to forcibly end a protected program in the windows 7 cmd (taskkill /S system /U domain\Owner /F /PID) and it is telling me that the rpc server is unavaliable...
i might be doing the "/U ______\_____" part wrong, dont really understand that. any help? also appreciated would be knowing how to forcibly & permanently delete/cripple a program.

try taskkill /PID "INSERT PID HERE" /F

e.g. taskkill /pid 2256 /f

Did you also use the /p switch and provide the correct password for the domain and user specified after the /u switch?
