I just got a new HD and was getting ready to install Windows on it, when I noticed the PSU fan not spinning. I turned off the pc and opened the case, and everything was connected properly. Could it be that dust clogged it from spinning? And if I have to, how would I disassemble the PSU and fix it?

How old is the PSU? Do you see a lot of dust clogging the fan? It should be quite obvious if there is.

If you know how to do electronics work and you take all of the proper safety precautions you can replace just the fan.

If you don't know what you're doing don't even attempt it. Your second question would likely put you in this category.
