My computer wouldnt start up keeps turning on and off

My computer will not start up. It started when it would try to power up and then go off and this would cycle until I trurned main power off. I put a new power supply in and still same thing. It also started to have issues with keeping the correct time and date. Please help. I cannot afford to buy a new one.

Time and date is CMOS battery and BIOS related. But id need more info to really be of any help. Are you hearing any noises? Is it posting? Can you get to the BIOS?

Replace the CMOS battery. Check to see what kind it is first, but it's probably a CR2032.
