Why my cpu fan starts automatically?

My cpu fans starts automatically, mouse led is also ON,but no power in my keboard. It happen when i tried to clean my cpu fan and processor, after assembling it didnt work? I took aout ram, and also graphics card but didnt work at all, i check smps in my another comp and it works, so Any solution HEPL please asap

Yes I dah connected 4/8 pin cpu power cable to the motherboard, there was lots of dust inside my fan so i just picked out fan and cleand it, no i havent apply theramal paste on the cpu, there is no display in monior only continous blink of light, there is also no beep when there is no RAM, but graphics card fan is running and aslo cd rom is working... am tired of this problem...

You must reapply thermal paste if you removed the heat sink from the cpu.
