Gts 450 with a cooler master power supply 460 watts

Can i run a gts 450 with a cooler master power supply 460 watts(12V/18A) while 12V/22A is min requirement .?

am getting this card

My pc spec are
core i3 530 , asus p7h55-v mobo,2 gb ddr 3 ram,160 gb sata hdd, and a 460 watt power supply.i dont have a dvd-rom, pc case fans or anything else that uses power.

i want to play games on highest possible graphics (not extreme) on a low 1152*864 resloution.

Take another look at the specs for your PSU !! -- it has 2 +12v each one at 18A so the combined rating is much higher than 22A (while it will not be 36A since they say the total Wattage on the +12V combined is 312W - the combined Amperage on the +12V is 312/12 = 26Amps which is more than the required 22A ) so should be fine.
