If you're talking Intel chipsets with the memory controller in the Northbridge
i.e. Memory Controller Hub ("MCH"), then:

"Bus Speed" is the raw clock rate of the Front Side Bus
(transmission channels between the CPU and the memory controller)

"Rated FSB" is always "Bus Speed" x 4, because
the Front Side Bus is "quad-pumped" meaning
there are 4 data transfers for each tick of the bus clock.

And, "Core Speed" = "Bus Speed" x Multiplier.

For example, on the computer I am using to write this:
we have overclocked an Intel Pentium D 830 as follows:

Bus Speed = 240.0 MHz
Rated FSB = 960.0 MHz (240 x 4)
Multiplier = x 15.0
Core Speed = 3600.0 MHz (240 x 15)
