Fresh builds go with DDR3 as the sun has gone down on DDR2 platforms with all current/incoming platforms on DDR3 as well. So with your proposed total of $167 so far a counter proposal:

Thank you for the Info, my build is $138. 97 + Artic silver. I agree with your point DDR2 is obsolete. I've never been one to save a buck on hardware since I mostly buy second best.

I should have stated that I would like to hook this to my Hdmi TV for streaming & surfing the internet. This might not be the way go since I will need to buy WiFi and that makes this a $200.00 build. A Roku XDS Streaming Player 1080p is only $99.99 & ready to stream.
