Setting up a Captive Portal

Hello everyone,

I am looking to set up a captive portal on a network shared by a residence in an apartment. I would like to set it up so when they connect to the internet and open their browser, it is directed to a web page that I will create. On the site will be a video of the apartment and some contact information and rules. Can anyone help me set this up. What captive portal software can I use for a windows laptop.
