Hi there...

l'm currently on a look out for a laptop.

As mentioned, solely for net-surfing purpose, and uploading of data, stats
while on-line.

Therefore, MS OFFICE application is not neccesary for this laptop, so long a
build-in modem (56k type) and the Browser (ie:IE or whatsoever) are working
fine.

There were thoughts of going for a second-handed laptop, but decided not to,
as fear of having end up in a crooked deal, thus would be appreciated that
opinion from you guys can help to choose my ideal tool.

Minimum requirement: Intel P4 type, 128-256MB RAM, HDD approx 40gb, using
Win XP (either Home or Pro), build-in modem..

check out dell's low end machine think it is about 699.00

God, if that's all u need, then ANYTHING will fit.

Dell has the better after-sales support and replacement. Just get
their cheapest model.

Whatever you do, just stick with the brand names. Super-duper
no-brands, whatever their price and bell&whistles will tend to annoy
you other ways like battleship-loud, or iron-hot, or plastic parts
falling out etc.

You can get refurbished laptops. Plenty on eBay. I would argue with you on
the used market though. I have purchased at least 10 on eBay. Only one was
not as advertised. (Working fine. The RAM expansion slot was not working.)
Most were Dell, and going to the Dell sight allows you to check the original
status and configuration. Never had a hot one. (If I did, I would simply
return it to the owner, and since the crook sent it via mail, the Postmaster
Generals office for pursuit.)

That's very bad advice, IMO, and I am an 5yrs eBayer.

That's fine if you are in the business of purchasing undervalued used
notebooks with the intention of re-selling them. You know what you are
looking for, and can take a hit once in a while. The street Joe who
just want one laptop usually doesn't have the time you do for all the
research.

Then they simply UPS/FedEx to you and the Postmaster has no
involvement. You did not know about this?

I wonder if you are one of "them" seller!

Sorry, no I buy them, don't sell them. UPS and FEDEX also fall under the
rules and the Postmaster General will prosecute anyway. Federal law stays
the same. Most of the ones I buy are the ones that are for parts only
sales. I fix them, and use them or give them to relatives or friends that
need them. I am a hobbyist. You fail to note that my first advice to him
is simply to go to the refurbished sellers. I have bought a couple that way
as well. IBM and Dell are there and other dealers that get them from
Toshiba, Compaq, etc.. Those work fine. As to the average Joe buying one,
I am just as average as the next guy. When I buy something used, I expect
that it might not be quite as good as new. Nor will it have the life left
in it that a new one will. Nor will it come with a warranty. But a $200
laptop that works for a couple of years with a few minor fixes seems to pay
off for me. Might for him, might not. It is up to the person taking that
risk. (The last $200 unit I got was a Toshiba Tecra 8000, 400 MHz. Runs
Suse 9.2 fine. Good for learning Linux. I got a duplicate machine for the
same price, running Win2K and was given to a new college student that could
not afford a computer.)

It's called "interstate commerce". Mail, UPS, truck, plane, bus, shank's
mare, it doesn't matter, if it crosses a state line then it's the
Federales' business. Which particular Federales is the question,
postmaster general, attorney general, secretary of the treasury, all of
them have rough men with guns who can make somebody's life pretty
miserable.
