Windows 7 pro.Not it isn't faster and it is a waste of money.This is coming from a windows 7 pro user.The only reason people choose it is for the windows xp mode.For that you can easily use vmbox.
Now for some build suggestions,
1)get a cooler,like the corsair h70 if you're planning to oc in the future
2)Wait for the radeon 69xx series which will be released TOMORROW
3)Avoid the 5400 rpm drive.If you're spending all that money,get 2 samsung spinpoint f3s in raid0
Finally,I'll give you my pc for your mom if you buy me that monster ;)  :D 
Just kidding,but that's seriously overkill...

Windows pro will have more features for the system you are building.

To answer your question on SSD: SSD's have much faster read/write speeds than spinning drives. So yea, putting the OS and the games on the SSD will improve boot time and game loading time.

For your data drive, use a 1.5TB 7200RPM drive. The 5400 is going to be way to slow. Here: http://www.newegg.com/Product/Product.aspx?Item=N82E168...

BTW: Are you going to use nVidia 3D vision with this ever? If you ever are, I would go with this monitor:

Its a great monitor, really fast response time (2ms), 80000:1 contrast. Best of all, 120HZ refresh rate, so its 3D capable. Its still under your 400$ limit.

Get the Seagate Barracuda 7200.12

The C300 SSD has low writes and fast reads, I'd get the OCZ Vertex 2 (well actually, I do have lol)

All I've heard about Nvidia 3D vision is that its not worth it.

The antec 1200 is kinda older.. Get the Haf-X, DF-85, or Silverstone RV02.

Windows 7 home is fine.

I'd also stick with your original pick of the X58 Sabertooth.

That's kind of a terrible idea. There's no reason to go with a RAID 0 setup for this build, especially when it already have an SSD. If using RAID at all, better to go with RAID 1. Much easier to not bother at all. Any 1 TB or 2 TB drive should be fine, depending on how much storage the OP's mom needs.

If you don't require 1920x1200, there are a lot of less expensive but still good quality monitors at 1920x1080 (aka 1080p). Something like this Acer 23" for $160. If you're really considering dropping up to $400 on a monitor, get this Dell U2311H instead. (I should note that I don't place much faith in manufacturer response time claims. Read this article for some more info.)

@ OP - you want a case, look up the NZXT phantom black

SSD's yeah they're the way to go now...if your on a budget , getting 7200 RPM F4 drives are worth it. But hey, your mr.overkill

Seagate Barracuda 7200.12 are way better than the samsung's...and i was reading that Samsung's 500GB platters had a serious issue even though they were of higher density

Nvidia3Dvision isn't worth it, but actually I lean towards AMD cards so that could be one reason.

since your mom wont mind - look at the Asus Rampage III formula :D  or MSI BIG BANG Fusion board's

and Mushkin Enhanced Ridgeback Redline 6GB

keyboard and mouse?

Microsoft X8 mouse and Microsoft X6 keyboard

i have them both and they are awesome gaming tools - just the stuff for most overkill rigs :)

Also i giving my mom my HAF 932 witch i have painted black and green

No she wont do any 3D

An i guess ill see this video card tomorrow 69xx

Not much of a raid veteran so I'm not an expert.I suggested raid0 for the speed mostly though.
About the 6970 and 6950 launch.It is december 13.For some reason my system clock showed 12 yesterday. :pt1cable: 
And for windows,since you want to go overkill,get windows 7 ultimate.It has some nice features like dreamscene and homegroups that are neat to have.

Homegroups are available in all versions of Windows 7.

Dreamscene was a Windows Vista Ultimate exclusive, some quick googling suggests that all verisons of Win 7 are able to use a hack to get it to work.
