How to switch automatic downloads off in windows 7 windows does not give me the

Hello,
I have windows 7 and want to switch Automatic downloads off. Windows does not allow me to change the Automatic downloads at all. Can someone tall me why?

If you are an admin, you need to change the setting for allow all users to install updates.
