Yes it can. As long as it does not violate copyrights or infringement.

Can other versions be entered? Like the non Platinum Sonic OC version just the Sonic OC version. And GTS 450? They look the same with the GTX 460.

What do you mean? You do not need to have Sonic Platinum or anything to enter.
