Usb ports dead pc

Hello,
My USB ports are dead. I installed a USB card, and it does NOT work either. I checked in the BIOS that the USB is indeed active and in their are not ? marks in the Device Manager - USB.

What operating system are you running?

Front panel, rear panel, and add in card USB's are all dead? Hmmm, what device are you plugging in, device itself might be dead. Try another device that you know works on another computer.

What's the USB card ? What's the motherboard?
