I've disabled the Smart fan control settings and turned the controller knob all they way up to full, but my speeds never seem to exceed 750-760 RPM. Any suggestions as to what the problem is?

I have a Gigabyte X58A-UD3R mobo.

I have tried turning both ways and leaving it for a few minutes to see if it made any difference, but it didn't. I've also tried plugging it into one of the system fan sockets instead of the CPU fan socket, still no luck there either.

I'm using speedfan and also the gigabyte ET6 software to read my fan speeds, they both read the same.

Does no one really know what the problem is? It sometimes speeds up to around 1200 RPM, but that is very rarely and after about 5 minutes it goes down again. Do you think its faulty?
