CPU Help and OCing

Hello all,

I recently bought a GTX 560 TI and I must say that I am kind of dissapointed by the performance. I thought it would do a bit better at least running games at decent FPS at max settings. For example Bullet storm drops from 50 to like 10-12 in heavy combat zones at 720p max settings resolution. So reading up a bit a found out that it could be my CPU bottlenecking my performance.

Here are my PC specs.

AMD Anthlon II x4 2.60 GHZ
6 gb ram
GTX 560 TI EVGA Supeclocked
64bit Windows 7.

I bought this computer from HP (I know huge mistake) and my mobo is

Also my PSU is 600watts.

I know that usually with computers bought from Dell, HP, Etc its hard to bypass the bios settings required to OC. However if you look at that page I linked there is a option to clear PASSSWORD bios. I was wondering if this would give full access to bios and bypass the dumb security. Also how much would I need to OC to see a good improvement?
Am I being to greedy in asking for more from this card I bought for $279? I kinda expected more.
