Fan coming out of base(HD 4870)

I got no display on boot, and found that one of the fans in my card wasn't running. I removed the card (Palit Hd4870), and found that the fan was coming out of the base. I couldn't fix it back to the base. The retail outlet refused RMA, saying its a physical damage.

I am not sure how this is possible, since I never physically handled my card, after installation. Is this a valid reason to refuse RMA, and is there an alternate solution?

Sounds like maybe it vibrated loose, I don't think that's a valid reason to refuse RMA you might have to deal with the manufacturer.
