Adding a router to an existing network

Hello,
I have century link internet, i returned their router and bought a linksys, i still have their modem,i hooked up the linksys and now i have a download speed of 0.26 and a upload speed of 0.30,

Was the Linksys you bought designed to work with a separate modem ? Is the issue wireless reception ?
