Help. with one quick question..

I'm not sure if this is the right category to ask this question..

It is a question that i thought about some times.

Example, i am running a game like on 1920x1200.. and the fps are around 30-40 fps while the GPU usage is around 40%, CPU usage arround 50% and ram is 50%.. how come the GPU,CPU.. ect ect doesn't run with higher % .

Im running a ATi 4870 with an AMD Phenom x3 @ 2.52Ghz and 3Gb ram ddr800..

I've Actually seen some games, been running like that. Like Crysis, Grid, Call of duty modren warfare 1 &2.. i think there are more..
