What are symptoms when a video card going out

my monitor will not come on when i start up my computer. could it be my video card?

well, it could be anything...
you can try different monitor, or try with different graphic card, check your graphic card in different PC, boot with safe mode, try boot with only 1 stick of RAM, reset CMOS batt, check all the cables... many things...
