My computer will not shut down instead it will restart

Try navigating to:
System Properties>Advanced>Startup And Recovery Settings.
Under System Failure uncheck Automatically Restart.

Even if this works I would still advise you get your system checked.

i can follow the following procedure but after following this when i am trying to shut it off then it will show me a FATAL ERROR on blue screen and computer remain in than situation

when i am shutdown my computer then it will shut down and again starting booting and restart
