Low FPS

I am trying to play Mass Effect 1 on my budget-grade computer and am having some serious FPS issues. My monitor is only 1280x1024, but the game is completely unplayable unless the resolution is reduced to 800x600 and the absolute lowest graphics quality settings. Even then, the game has a low FPS--critically so at the more intense parts of the game.

I have a very limited amount of money. What component(s) would be most worth my resources to upgrade?

Video Card: NVidia GeForce 9600 GSO 768 MB DDR2
Memory: 2GB DDR2
CPU: Intel Celeron 3.3 GHz
Hard Drive: Generic SATA Drive

not every modern GPU will work in older PCI-e slots, and, I'd thoroughly investigate first if your MB will support the newest GPus....
