Q9550 trouble plz reply plz really need help

im having trouble with my qaud core q9550 i reinstalled windows recently after formatting my pc i ran the rating system in windows 7 and it gave my cpu a rating of 5.3 now in my old windows i got a 7.1 btw my ram was also 7.1 but now its 5.3 aswell plz help

You old Windows was Vista right?

Windows 7 and Vista use different scales for WEI. A 5 in Win 7 is not equal to a 5 in Vista.

It's really a weird problem...

Run the WEI with CPU-Z open and tell if is running at full speed.
